Description:  Under the direct supervision of Chief of the Human Rights Treaties Branch, Provides policy and strategy support as well as expertise: Reviews new and modifies existing policies, strategies and operational procedures (e.g. SOPs) and their implications for the Branch and ensures their application; Participates in task forces and provides coordination and support in relation to emerging issues and initiatives by treaty bodies, ensuring lessons learned and prior expertise are duly taken into account; Analyses and manages requests for internal briefing materials, inputs into reports etc ensuring coherence and consistency based on prior experience and standard practice; Identifies and supports effective management issues requiring action by the Chief of Branch and provides follow-up; Coordinates day to day human resource administration – related issues, ensuring Branch requirements are met; Ensures effective programme planning and management: Provides advise to staff on programme planning, preparation, implementation, monitoring, evaluation and lessons learned; Coordinates at the Branch level and participates in inter-branch programme planning, reviewing and reporting processes and contributes to their improvement (Annual Report/End-of-Year Review, mid year reports, mid term reports etc); Ensures effective liaison within the Division and with other Branches, in particular with the Policy, Planning, Monitoring and Evaluation Unit, linking substantive policy and programme planning and budget resource planning and performance management. Maximises delivery from the financial resources available to the Branch: Consolidates Branch input into OHCHR’s annual project planning and reporting cycle as well as inputs to donors, in particular co-ordination with OHCHR fund raising, project submissions and project reports related to treaty body activities; Designs projects, grant agreements and other documents in order to raise resources for activities relating to human rights treaty bodies, prepares expenditure requests and monitors expenditures against budget allocation; Performs such other duties as required by the Chief of Branch.
