Description: As the leader of the design, monitoring and evaluation team in World Vision East DRC, provide strategic support and technical guidance to the DM&E and program teams. Ensure that people, tools and processes are properly resourced and supported to carry out all DME functions. Facilitate the introduction and implementation of key DM&E principles, practices and approaches for program and field level staff in coordination with the Program Officer. Work closely with the Program Officer and leadership to design evidence-based projects which align with and support the overall program framework, set up and support teams to carry out the monitoring system, ensure management and other decision makers have timely and accurate information regarding the progress of projects, and ensure the program accurately measures its impact in communities (by supporting the baseline and evaluation survey processes). Provide training to staff in survey, monitoring, reporting and documentation skills. Assist staff in their understanding and practice of LEAP and Sphere Standards. Consider strategic initiatives and linkages with DM&E applications for a cross fertilization of practical information and a strengthening of reporting systems.
