Question is what should be role of public policy to help people build and maintain networks.  Have been putting together report on helping environment.  Given heterogeneous economy of India, but 90% of workforce in informal sector... diffusion and aborption of knowledge... flow of people and talent. 

Davesh gave good examples of diaspora as catalyst for policy change and as direct source of returning talent.  Government can help catalyze the ways in which diaspora can help.  Thinking about national project for this.  Council of Science and Industrial Research... income of diaspora roughly same as India GDP.  One idea is diaspora knowledge fund which could provide resources... for what?  best practices.... look at global Scot... active targetting.  The network could help tap people for program management, mentoring, tap techo-entrepreneurship abroad.

Benefit could be tech change, education that flows from US to India, but also business benefits.  Question of externality.  A lot of Indians going on their own funding.  Shows up in market penetration in globalized world.  Recently went to EU conference where discussion was about agri market.  Contract farming was an issue. 

Whole fear of high-tech is not realistic because this is global and benefits of high-tech kick back to country where it started.  In India, only 9% who are graduates.  Only 2% highly educated.  Very small percent.  Perception that India is reaping huge benefit is not right.
